Budgetary issues led to the film being shot primarily in France; other locations included Italy, Brazil, Guatemala and the United States. Until ‘ Die Another Day‘ in 2002, it was universally regarded as the nadir of the series. I disagree. One has to remember that around this time Kevin McClory was threatening a ‘ Thunderball‘ remake starring Sean Connery, and thus Albert R. Broccoli could not afford to takes risk with the formula.
